HEADSTRONG PAUL BIYA IGNORES PUBLIC OUTCRY, RE-USE BROKE OLD MINISTERS WITH POOR JOB EXECUTION RECORD
Paul Biya has shunned all popular calls for a total Governmental cleansing by appointing the same old guard and praise singers who have in past orchestrated many misfortunes for Cameroonians.
In a Presidential decree on Friday, January 4, Biya appointed Special Duties Minister, Joseph Dion Ngute as Prime Minister and Head of Government just hours after his house in his native Ndian Division in the South West Region was burnt by purported Ambazonia fighters.
In another decree, Paul Biya elevated Jacques Fame Ndongo from a simple Minister to a Minister of State in charge of Higher Education despite recent outcry following very low quality palmtops the Minister brought into the country for students under the promised 500,000 computers by the President.
The palmtops which are very shaky and difficult to use have a total space of 32GB and Fame Ndongo argued that 32GB equals 500GB.
Despite Bidoung Mpkatt’s poor performance which ensured that Cameroon loses the hosting rights of the 2019 AFCON, Paul Biya merely mutated him to the Culture Ministry.
In spite of Tchiroma’s blatant communication flaws which have shattered the image of Cameroon nationally and internationally, Paul Biya appointed him head of the Employment Department in replacement of Zacharie Perevet.
Mouelle Kombi is leaving a very shaky Culture Ministry with artists still dissatisfied and with Cameroon unable to have a bonafide umbrella structure managing authors’ rights.
However, Biya has placed him at the helm of the Sports Ministry. It would be difficult for Kombi to redeem the sporting image of Cameroon given the fact that he was unable to redress the culture Ministry.
In his days as Minister of Small and Medium Size Enterprise, Laurent Serge Etoundi Ngoa was unable to oversee the planting of the small and medium sized bank which remained only on paper. Meanwhile, Rene Emmanuel Sadi, who was silenced with a less prominent position of Special Duties during last year’s reshuffle, has been brought to the limelight with a more prominent position of Communication Minister.
While Paul Biya has gracefully sent Koung à Bisseke on rest, he brought in Eyebe Ayissi who as Agriculture Minister could not modernize the country’s agriculture despite the much talk about Second Generation Agriculture.
Apart from these old guards who have merely changed portfolios, Biya has also rewarded prominent praise singers who ensured his victory during the just concluded election. Among them included opposition party leader turned “Biyaiste” Jean de Dieu Momo who vigorously campaigned for Biya and advised other opposition candidates to change camp, telling them that “Biya is like a messiah to Cameroon.”
Today he has been rewarded with the position of Deputy Minister of Justice. Prominent Biya worshipper, praise singer and Mayor of Bangante, Celestine Ketcha Courtes has also been remunerated with the position of Urban Development and Housing Minister replacing another son of the West, Mbwetchou Jean Claude.
Another influential praise singer and CPDM bigwig from the North and SONARA’s General Manager, Ibrahim Talba Malla, replaces Abba Sadou at the Ministry of Public Contract which was recently declared the most corrupt Ministry in 2017 by Cameroon’s anti-corruption watchdog agency, while Basselekin III Achille replaces Etoundi Ngoa at the helm of the Small and Medium Size Enterprise Ministry.
Other less prominent praise singers like Wakata Bolvine has been brought in to replace ailing Ahmadou Ali who is hardly seen in public because of serious health battles.
Another new comer is Manaouda Malachie who replaces Mama Fouda after his scandalous years at the helm of the Health Ministry, while Dodo Ndocke is appointed Minister for Mines and Technological Development.
Meanwhile, one of the rare Anglophones to be appointed is Technical Adviser to the Culture Minister and University don, Asheri Kilo who becomes Minister Delegate to the Minister of Basic Education replacing Benoit Ndong Soumhet, who moves to the Presidency as Special Duties Minister together with Paul Ghogomu, who as Director of PM’s Cabinet, helped inflamed the current Anglophone Conflict.
A new comer, Njoya Zakariaou would be assisting the Minister of Transport while Mbairobe Gabriel heads the Ministry of Agriculture.
The greatest comic show came from the Presidency where despite fingers pointing at Ngoh Ngoh as the brain behind the mafia of corruption which ensured that Cameroon lose hosting rights of 2019 AFCON, Paul Biya has snubbed all calls for him to be dropped and investigated.
In total defiance even of opposition MPs, the President reappointed Ngoh Ngoh Secretary General at the Presidency, a position which is second only to that of the President.
Two deputies were also assigned to him in the persons of Elung Paul Che and Muhammadu Mustapha.
With about 65 members of Government, Biya has touched just about a third of the members with most of them merely rotating from one position to another.
Moreover, most of the old guard who have orchestrated Cameroon’s current financial, sporting disaster as well as the war in the Anglophone Regions have been maintained which is a signal that the policies which have plunged the country into a purely man-made disaster would continue to be applied and Cameroonians from all corners may just be in for more disastrous days ahead.
